By advocating multilateralism—unlike his predecessor Donald Trump—Joe Biden began to draw his lines of demarcation by emphasizing cooperation, development, investment, innovation, diplomacy, and solidarity among states. With a strong focus on diplomacy, Biden seeks to take the lead among countries that share liberal democratic values in opposition to authoritarian and autocratic regimes. He has thus structured his foreign policy vision around three (3) main pillars:

• The fight against the COVID-19 pandemic and climate change;

• The withdrawal of American troops from “stable” conflict zones;

• The end of wars waged solely to demonstrate American power;

• The multiplication and diversification of strategic alliances.

This new Biden-style foreign policy doctrine aims not only to prevent a new Cold War and the division of the world into hegemonic power blocs, but also to ensure that the use of weapons in resolving inter-state conflicts becomes a last resort. However, China remains a major strategic rival, which partly justifies the withdrawal of American troops from Afghanistan and the creation of a new defense alliance between the United States, the United Kingdom, and Australia—known as "AUKUS"—operational both in Europe (to counter Russia and China) and in the Indo-Pacific region (to counter China). This has sparked a certain level of outrage and a cooling of relations with some of the United States' traditional allies, notably France, particularly during the submarine contract crisis with Australia, which was ultimately awarded to the Americans at the last minute.

By presenting the European Union as an essential partner of the United States, President Joe Biden struggles to consistently apply the democratic values he advocates when it comes to defending his country’s interests. This inconsistency creates a sense of suspicion and a lack of trust among some of his Western allies.
